Incheon (인천) is rethinking its strategy for artificial intelligence (AI) data centers, emphasizing the need for smaller edge data centers instead of large hyper-scale ones. This shift comes in response to regulatory challenges that have emerged following the implementation of the Distributed Energy Resources Act, which has made it increasingly difficult to attract large-scale facilities to the region.

The Incheon Research Institute released a report on August 2, 2026, highlighting the current status of AI data centers in Incheon and proposing a new strategic direction. According to the report, major players such as Hana Financial Group, Inha University, Princeton Digital Group, Amazon AWS, and Digital Edge Korea are planning AI data centers, but most projects are still in their early stages of development.

Incheon is part of the metropolitan area, which means it is subject to stringent requirements under the new law that mandates power system impact assessments for large energy-consuming facilities. The thresholds for passing these assessments are higher than those for non-metropolitan areas, creating additional barriers for new data center projects. As a result, all applications for power system impact assessments for data centers over 10 megawatts submitted in Incheon from June 2024 to September 2025 were denied due to insufficient power supply capacity.

Kim Jin-hee, a researcher at the Incheon Research Institute, emphasized the importance of adapting to local industrial demands. "Incheon needs to develop a differentiated response strategy that considers regional industrial demand and site conditions rather than simply pursuing large-scale AI data centers," she stated. The report suggests leveraging the port's hinterland and unused spaces in knowledge industry centers to establish specialized edge data centers that can efficiently serve local industries.

The domestic response

The report outlines a realistic alternative to the hyper-scale data center competition by advocating for edge data centers that consume less power and are closer to industrial sites. Kim predicts that as the era of physical AI—encompassing autonomous driving, robotics, smart factories, and smart logistics—gains momentum, the demand for real-time data processing infrastructure will increase significantly.

Currently, AI data center initiatives in Incheon are still in their infancy. The report identifies several key strengths of Incheon, including its excellent industrial infrastructure, such as airports and ports. By utilizing backlands of the South Port, North Port, and New Port, the city can create specialized edge data centers that process logistics and manufacturing data in real-time, enhancing Incheon's competitive edge.

Kim also pointed out that the competitiveness of AI data centers hinges on stable power supply and energy efficiency. To this end, the report recommends enhancing transmission networks and substations and integrating renewable energy sources. It also suggests exploring advanced cooling technologies, such as seawater cooling and immersion cooling systems, which could be beneficial due to Incheon's marine environment.

To mitigate potential conflicts with local residents, the report advocates for the establishment of pre-consultation bodies and community engagement strategies. This approach aims to promote collaboration between data center developers and local communities, ensuring that the interests of both parties are considered.
